AB Kimlik Boşluğu: Steuer-ID, NIR, Personnummer

Genel amaçlı KKB araçları ABD kimlik bilgileri temel alınarak geliştirilmiştir. Alman Steuer-ID, Fransız NIR, İsveç Personnummer ve Norveç Fodselsnummer bu araçlar tarafından tamamen gözden kaçırılmaktadır.

AB Kimlik Boşluğu: Steuer-ID, NIR, Personnummer

ABD kökenli KKB araçları Amerikan verisi için tasarlanmıştır. SSN, ABD telefon formatları ve ABD ehliyet numaralarını başarıyla tespit ederler. AB kimlik bilgileri ise farklı çalışır. Farklı yapılara ve farklı doğrulama kurallarına sahiptirler. Bir ABD düzenli ifadesi Alman Steuer-ID'siyle eşleşmez. Bu yapısal boşluk küçümsenecek bir sorun değildir.

AB Kimlik Bilgileri Neden Farklıdır?

Alman Steuer-ID 11 haneden oluşur. İlk hane sıfır olamaz. Hiçbir hane değeri arka arkaya üçten fazla kez tekrar edemez. Son hane bir sağlama toplamı formülüyle doğrulanır. Bu bilgi Bundeszentralamt für Steuern tarafından yayımlanmaktadır. Hiçbir ABD SSN deseni bunu bulamaz.

Fransız NIR toplam 15 haneden oluşur. Her hane anlam taşır. 1. hane cinsiyeti kodlar. 2–3. haneler doğum yılını kodlar. 4–5. haneler doğum ayını kodlar. 6–7. haneler doğum departmanını kodlar. 14–15. haneler kontrol anahtarını oluşturur. Hiçbir ABD format deseni bir NIR bulamaz.

İsveç Personnummer YYAAGG-XXXX biçimini izler. Norveç Fødselsnummer, iki aşamalı sağlama toplamına sahip 11 haneden oluşur. Bu formatlar ABD formatlarının küçük varyasyonları değildir. Ulusal yasa tarafından belirlenmiştir. ABD'de bunların eşdeğeri yoktur.

Uyumlulukta Fiili Boşluk

18 AB ülkesi için ABD kökenli bir KKB aracı kullanan pan-Avrupa İK platformu, ulusal kimliklerin büyük çoğunluğunu gözden kaçıracaktır. Steuer-ID, NIR, Personnummer veya Fødselsnummer içeren her dosya, bu kimlik bilgileri açık şekilde görünür hâlde sisteme geçecektir.

Bu boşluk sistematiktir. Bir yapılandırma sorunu değildir. Araç bu formatları görmek için tasarlanmamıştır.

Tam AB Kapsamı Gereksinimleri

GDPR uyumluluğu için asgari AB kapsamı, birkaç bölgedeki kimlik bilgilerini içermelidir.

DACH: Alman Steuer-ID ve Reisepass; Avusturya Sozialversicherungsnummer; sağlama değerli İsviçre AHV-Nr.

Fransa: NIR, Carte Vitale, SIRET ve SIREN.

Birleşik Krallık: NHS Numarası, Ulusal Sigorta numarası (AA-NN-NN-NN-A formatı) ve UTR.

İskandinav ülkeleri: İsveç Personnummer (YYAAGG-XXXX), Norveç Fødselsnummer, Finlandiya Henkilötunnus (GGAAAA-XXXX) ve Danimarka CPR (GGAAAA-XXXX).

Güney AB: İspanya DNI/NIE, İtalya Codice Fiscale (16 karakterli alfanümerik), Polonya PESEL ve Çek Rodné číslo.

ABD kökenli araçlardan kapsamlı AB araçlarına geçen kuruluşlar, önceki araçlarının yalnızca AB kimlik bilgilerinin %30–40'ını tespit edebildiğini sıklıkla keşfeder. Avrupa ulusal kimlik bilgilerinin büyük çoğunluğu tespit edilemeden geçmiştir.

Tam Kapsam Nasıl Görünür?

Yönetilen bir AB varlık kitaplığı yukarıdaki tüm formatları kapsar. Ulusal formatlar değiştiğinde güncellemeler yayımlanır. Ekibinizden özel kod yazılması veya çekme isteği gönderilmesi gerekmez.
