ทำไม Format ต่างกันจึงเป็นปัญหา
แต่ละ format มีลักษณะที่แตกต่างกัน:
- PDF: text อาจ embedded ใน image (OCR จำเป็น) หรือ extractable text
- Word: track changes, comments, hidden text
- Excel: สูตร, pivot tables, hidden sheets
- CSV: context จากชื่อ column
- JSON: nested structures

ถ้าเครื่องมือ A ใช้ entities X, Y, Z สำหรับ Word แต่เครื่องมือ B ใช้ entities X, Y สำหรับ PDF:
- 'Name' ถูก anonymize ใน Word แต่ไม่ใช่ใน PDF
- GDPR DSAR production ไม่สม่ำเสมอ
- ผู้ตรวจสอบ finds inconsistency
